Jay graduated from the University of Virginia in January 1972 with a degree in Economics. He served as a Naval officer in Norfolk, VA, from 1972 to 1975. In December 1979, he earned an MBA in Finance from the University of Chicago. Jay then joined the Finance department at Rinker Materials Corporation in West Palm Beach, Florida. By September 1989, he had obtained his CPA certificate and opened his own practice.

Today, Jay partners with his son Justin Steer and has four other adult children. Jay strongly supports education, contributing to Star of the Sea Catholic School, the Raleigh Tavern Society of the Colonial Williamsburg Foundation, and establishing the Steer Family Foundation for Excellence in Graduate Economic Education at the University of Virginia.

Originally from Buffalo, New York, Jay remains a dedicated Buffalo Bills fan.

Justin joined the practice as a partner in 2018, bringing fresh expertise as a newly certified CPA. With a Master's in Accounting from William and Mary and a solid foundation from Randolph-Macon College, where he interned in private accounting, Justin understood the crucial role of a skilled CPA for small businesses.

As treasurer of U.S.Pathway, Justin has made a significant impact from New York to Virginia, promoting financial literacy and providing vulnerable populations with free legal advice on immigration, domestic violence, and employment law. He is also a strong advocate for the "Devices for All" program, which ensures children in need have access to essential technology resources.
